An emergency is normally loud — sirens, breaking news, fast action. So “silent emergency” sounds like two words that don’t belong together. Journalists use it for crises that are real and serious, but slow and easy to ignore. Scotland’s falling birth rate is one example. There are no sirens. The change happens over decades. By the time most people notice, the problem is already very large.
