What does “anything to declare” mean at the airport?

When you fly to a new country, an officer can ask, “Do you have anything to declare?” To declare means to tell the officer about things you bring in. Some things have rules, like food, plants, alcohol, or a lot of money. If you carry these, you must say so. If you carry nothing on the list, you say “nothing to declare.” It is a fixed travel phrase. You will hear it at airports all over the world.

In the clip the officer asks about food and money: “Did you bring any fresh fruits, vegetables, meat?” The traveler only has chocolates, so there is no problem. To declare here means to tell, not to say something loud or proud.
