Why is “poepen op school” a Dutch policy debate?

The Dutch poepen op school-debate is a real public-policy issue. National surveys show roughly half of Dutch primary-school kids actively avoid using school wc’s due to dirty stalls, broken locks, no toilet paper, or social shaming. The result is medical: obstipatie (constipation) clinics report rising childhood referrals from kids who hold it for eight hours a day. Dutch politicians, Maag Lever Darm Stichting, and parents' associations have lobbied for renovation funding, with the Ministerie van Onderwijs periodically announcing toiletten-investeringen programs. Some schools now run gouden-wc-pleisters award schemes for clean restrooms.
